The Vatican-Moscow Treaty and Vatican II

The following excerpt is taken from the book, Fatima: Tragedy and Triumph by Frère François de Marie des Anges:

Pope John XXIII had ardently wished that the Bishops of the Eastern Church as well as the Russian Orthodox observers would be present at the Council, but he clashed with, first of all, the declared hostility of the official Russian Orthodox Church, enslaved by the KGB, which had hurled a “non possumus” in guise of a response to the advances of Cardinal Bea, president of the Secretariat for unity. Such was indeed the title of an article which appeared in the magazine of the patriarchate of Moscow in May 1961.

“In the present proposals of the Vatican, its editor explained, it is appropriate to see nothing other than the effort to extend the power of Rome over the Orthodox Church.”[1] He noted also that the See of Rome, proclaiming itself the center of Catholic truth and of ecclesiastical unity, had not manifested up to the present the desire to renounce the excessive demands which, in 1869, constrained the oriental patriarchs to reject the summons of Pope Pius IX to the Vatican Council.

After the death of Cardinal Tardini and the 80^th birthday of John XXIII, in November 1961, the patriarchate of Moscow made known to the public under what condition some Russian Orthodox observers would attend the Council: “If there are not in the Council’s program doctrinal points on which the Orthodox Church cannot agree, (for example, the dogma of papal primacy), and if there is no longer hostile declaration against the Country [Russia] which we love, I do not believe there will be on our part any further difficulty of principle for sending observers to Rome.”[2]

Monsignor George Roche, who had benefited from the confidences of Cardinal Tisserant, certifies that “the decision to invite Orthodox Russian observers to Vatican II, was personally taken by His Holiness Pope John XXIII with the evident encouragement of Cardinal Martini, who was the adviser of the Patriarch of Venice at the time when he was himself Archbishop of Milan. Cardinal Tisserant received firm, irrevocable directives from the Pope himself, and the Cardinal was always a man of faith. He believed in authority, he obeyed him even when he was convinced of a political or diplomatic error.”[3]

The history of the secret negotiations which came to be called the “Vatican-Moscow Agreement” is well known. The envoy of the patriarch of Moscow, Bishop Nikodem, met Bishop Willebrands at Paris, then Cardinal Tisserant at Metz on August 18, 1962. According to Most Reverend J.P. Schmitt, Bishop of Metz, “following this conversation, Bishop Nikodem accepted that someone should go to bring an invitation to Moscow, on condition that the guarantees be given in what concerns the non-political attitude of the Council.”[4]

Such were the demands of the Patriarch of Moscow, who was completely devoted to the Kremlin. If Vatican Council II “abstained” from dealing with Communism and Russia, then the Russian Orthodox (and Communist spies) would come to follow its words as observers. And Pope John XXIII secretly endorsed such a promise. “A wrench was put in the works, our Father Superior writes, and it must be said, through a surrender without compensation, the Church, surrendering its major function on a point of capital importance, its doctrinal magisterium, its right and its duty, would not condemn Communism. In exchange for silence, the Church would allow herself to be infiltrated by agents of the most frightful and overbearing persecution in history.”[5]

The existence of this verbal agreement, sealed between the Vatican and the Kremlin in August 1962, is solidly established. The Communist press made allusion to it almost immediately. In January 1963 in “France Nouvelle,” central weekly of the French Communist party, Jean-Claude Poulain wrote: “The Church can no longer satisfy itself with coarse anticommunism. She has even taken the promise, on the occasion of her dialogue with the Russian Orthodox Church, that there would not be any direct attack against the Communist regime at the Council.”[6]

That horrible transaction, concluded between the Vatican and Moscow, explains the maneuvers, the fraudulent actions, the back-handed blow of the high authorities of the Church, so that the Council would not condemn Communism. “The (so-called) greatest Council of all time,” the Abbé de Nantes writes, “was therefore going to stay blind and deaf to the biggest phenomena of inhumanity of all times; world expansion of Bolshevism. Thus the Council underhandedly imparted to it a decisive help.”[7]
